Cannabis Licence Suspension in Thailand: Notices and Next Steps

Understand suspension, revocation and renewal decisions, and how to organise the official notice and records needed to respond.

Cannabis Licence Suspension in Thailand: Notices and Next Steps
Legislation2026

A cannabis licence notice needs to be read against the licence, the alleged conduct and the rule cited by the issuing authority. There is no responsible way to determine an operator's outcome from a generic table alone.

Our earlier article described a series of fixed suspension periods as current official policy without linking the underlying document. We have withdrawn that table. This page explains how to identify the decision and assemble the records needed for a response; it does not invent a replacement penalty schedule.

Suspension, revocation and renewal are different decisions

A suspension affects the exercise of a licence for the period and scope stated in the order. Revocation removes the licence concerned. A decision about renewal concerns permission to continue after the existing licence expires. The precise consequences depend on the instrument and circumstances.

DTAM's 2026 establishment guidance states that a previous suspension for non-compliance can affect consideration of a later licence application or renewal. It also describes transitional treatment of existing licences. An older licence therefore needs its own expiry and conditions checked. DTAM establishment guidance.

What happened to the earlier penalty table?

DTAM has published material on suspension and revocation, including an older notice and a 2026 committee meeting concerning guidelines under the 2025 controlled-herb framework. A meeting announcement is not itself a final penalty schedule. It cannot establish that a list circulated previously remains applicable without qualification. Ask for the dated rule and complete attachment relied on in your case. If the document you received is a screenshot or an informal summary, obtain the complete version from the issuing office. Do not infer that a missing online attachment means there is no enforcement power.

Read the notice systematically

ItemWhat to establish
IssuerOffice, official reference and a verified contact
LicenceHolder, number, premises, activity and expiry
AllegationConduct, dates and records relied on
Legal basisProvision and guideline version cited
EffectActivity affected, start date and duration stated
ResponseDeadline, submission method and any review or appeal instructions

If a deadline or permitted activity is unclear, seek clarification promptly through a verified contact and obtain qualified Thai legal advice for the case. Do not assume that asking for review automatically pauses an order.

Preserve the evidence before making corrections

Keep the original notice, delivery details, licence, source records, stock movements, applicable reports and related correspondence. Protect patient documents and provide them only through appropriate authorised channels. Retain originals and a record of any later correction.

For example, if a report total differs from the stock ledger, record the discrepancy, identify the underlying transactions and preserve both the original and corrected versions. Replacing the old file without a trail makes it harder to explain what happened. Our PT 27–29 and PT 33 guide explains which records serve which purpose.

Correct the process as well as the individual record

Assign responsibility for source verification, stock reconciliation, prescription handling and report review. A corrective action should identify the failure, the evidence supporting the correction and the person who checks completion. Do not promise that these steps guarantee a reduced penalty; their purpose is accurate records and a functioning process.

For sourcing questions, use accepted cannabis source evidence. For the responsibilities of different agencies, see who regulates cannabis in Thailand.

Corrected 6 September 2026. The unsupported fixed-day penalty table has been withdrawn. Any case-specific outcome must be checked against the applicable official instrument and notice.
